2017 Training Programme on South-South Cooperation on Climate Change Successfully Held in China

The Chinese Research Academy of Environmental Sciences (China National Cleaner Production Center, Ministry of Environmental Protection) help to promote green industrial development through climate change seminar series.

BEIJING, China (24 November 2017) — In line with the promotion of South-South cooperation to tackle climate change championed by Chinese President Xi Jinping at COP 21, two seminars under the framework of “NDRC 2017 Training Programme on South-South Cooperation of Addressing Climate Change” were successfully staged in Beijing on 21 November, 2017. The two seminars – “Seminar on Energy Conservation and Low-Carbon Industry Development” and “Seminar on Addressing Climate Change and Green Low-Carbon Development” – were sponsored by the Department of Climate Change of the National Development and Reform Commission (NDRC), andorganized by the Chinese Research Academy of Environmental Sciences (CRAES), and implemented by the China National Cleaner Production Center, Ministry of Environmental Protection (CNCPC of MEP).

The seminars brought together 57 participants from 32 countries in Africa (Benin, Botswana, Cameroon, Congo, Côte d’Ivoire, Egypt, Ghana, Kenya, Nigeria, Tunisia, Uganda, Zambia, Zimbabwe), Middle East and Asia (Bangladesh, Indonesia, Iraq, Jordan, Lao PDR, Malaysia, Nepal, Philippines, Viet Nam), Europe (Bosnia & Herzegovina, Romania, TFYR Macedonia), Central America (Cuba, Dominican Republic), South America (Chile, Ecuador, Peru) and Oceania (Fiji, Papua New Guinea). The participants comprised national experts in the areas of climate change, cleaner production, green & low-carbon development, energy conservation, environmental management and other related areas.

The seminars were aimed at sharing China’s measures and achievements in addressing climate change and low-carbon development, and exhibiting China’s advanced technologies and products, while at the same time, investigating the policy and technology requirements of participants’ countries, creating cooperation opportunities between Chinese enterprises, research institutes and organizations from developing countries, and promoting the application of energy conservation and low-carbon technologies. Each seminar lasted 14 days and combined classroom instruction, on-site visits, discussions and exchanges. For the lectures, distinguished professors and researchers dedicated to the fields of climate change and low-carbon development were invited to share valuable experience and successful cases about global climate governance, climate change adaptation, and China’s strategies and policies on climate change, such as the “ecological civilization”, the “Belt & Road” initiative , energy transformation, environmental protection, low-carbon transport, green construction, as well as agricultural and marine climate change projects. Furthermore, participants visited low-carbon enterprises such as the China Energy Conservation and Environmental Protection Group (CECEP) and Beijing GeoEnviron Engineering & Technology Inc. Participants also undertook city visits to Qingdao (Shandong Province) and Baoding (Hebei Province), to see climate change practices in action, as well as the use of advanced technology and related applications in environmental protection and green & low-carbon development by Chinese enterprises (Haier Group, Hisense Group, United Power, Yingli Group, Hebei Orient Sundar Windows Co., Ltd.). Participants were furthermore given a tour of an eco-industrial park (Sino-German Eco-park).

During the training period, participants visited CRAES and discussed China’s climate change, cleaner production, energy saving, and low carbon policies. Potential avenues of international cooperation on science and technology were also explored with representatives from various government departments including the China National Cleaner Production Center, International Cooperation Center and Climate Change Center. The participants also paid an on-site visit to CRAES’ air, water, soil and automotive research laboratories.

The seminars helped to compile 39 national reports on climate change, including the status quo and the main obstacles currently faced in the areas of policies and standards, technology development, and industrial park development in each country. These country reports will serve as a basis to outline possible areas of cooperation with China and other southern countries to combat climate change. Many participants of the seminars expressed that the Chinese experience and approach provided a reference for them in developing polices and practical approaches. To formalize the outcomes of the conference, participants from Bangladesh, Lao PDR and Papua New Guinea have expressed their interest to sign a Memorandum of Understanding with CRAES and CNCPC, and look forward to conducting more in-depth and broader bilateral and multilateral cooperation with China on this important topic in the future.
