1st Global Network Conference on RECP in Luzerne

1. Background information

UNIDO and UNEP cooperate to advance sustainable industrial development and consumption and production in developing and transition countries. Specifically their joint Programme on Resource Efficient and Cleaner Production (RECP) aims to improve resource efficiency and environmental performance of businesses and other organisations. This programme is based on achievements and lessons learnt from National Cleaner Production Centres and Programmes (NCPCs/NCPPs) established since 1994. One of the modalities for networking in the Programme is through global meetings of the RECP Network. The 2009 RECP Network took place in Luzern, Switzerland, on 19-23 October 2009. The 2009 RECP Network Meeting was structured and planned with the specific objectives to:

1) Update Network Members on the revised UNIDO-UNEP RECP Programme and contribute to further alignment of the activities of the RECP Network members (in particular the existing NCPCs/NCPPs) with the global programme and vice versa;

2) Define modalities for operation and governance of the UNIDO-UNEP RECP Network, including membership criteria, entitlements, benefits, rights and obligations;

3) Gather and consolidate achievements, lessons learned and policy and other recommendations from the RECP Network members for preparation of specific inputs to the Sessions of the Commission for Sustainable Development (CSD) on Sustainable Consumption and Production in May 2010 and May 2011; and

4) Identify specific opportunities for thematic, regional and otherwise multi-country substantive projects for development and implementation under the global UNIDO-UNEP RECP Programme.

2. Topics of the 2009 RECP Network Meeting

The discussions during the 2009 RECP Network meeting focused on the operational aspects of the implementation of the Joint UNIDO-UNEP RECP Programme (as summarized in Annex 1). The specific topics of the main sessions of the 2009 RECP Network meeting were:

1) Coordination of the implementation of the UNIDO-UNEP RECP Programme at
global, regional (and/or country-grouping), national and sub-national levels;

2) Operation of the UNIDO-UNEP RECP Network, including membership benefits and
obligations, governance and networking strategies and activities;

3) Present status of the NCPCs/NCPPs in the regions and key messages for the
Commission for Sustainable Development; and

4) Priorities and action plans for formulation and implementation of thematic and/or
regional projects under the UNIDO-UNEP RECP Programme

The 2009 RECP Network meeting was designed as an interactive meeting. Plenary presentations were limited to introductions on the main topics, followed by panel discussions with NCPC Directors and interactive break out working groups. Four preparatory working groups were established to prepare substantive inputs for the RECP Network meeting, respectively on the RECP Network Charter, Inputs for the CSD, enterprise level RECP indicators and governance practices. The Network Charter and CSD Inputs were further discussed, refined and approved during the Network meeting. The resource materials on indicators and governance practices were utilized for the professional development sessions following the main RECP Network Meeting.
